July 7, 2026 \u2014 Connect Humanity’s Alternative Funding Innovation Lab and Mission Telecom Giving today announced the launch of the Alt Funding Field Guide<\/a>, a seven-chapter publication that sets out a new financial logic for sustaining digital adoption programs in the United States.<\/p>\n

The series arrives at a moment of acute funding pressure. The $2.75 billion Digital Equity Act was dismantled<\/a> before it could take effect. The Affordable Connectivity Program has lapsed<\/a>. Philanthropic dollars are stretched thin and programs are being cut<\/a>. The guide argues that this recurring cycle \u2014 federal investment followed by withdrawal, progress followed by collapse \u2014 reflects the reality that digital inclusion has long been treated as a \u2018nice-to-have\u2019, dependent on political or philanthropic will. The Alt Funding Field Guide makes the case for a different approach.<\/p>\n

At its core, the series argues that digital adoption programs are essential services that create measurable economic value that benefits a range of sectors. Focusing on healthcare systems, employers, housing authorities, local governments, and telecommunications, the series argues that these sectors have both the means and the incentive to co-invest in sustaining this work, which they benefit from.<\/p>\n

A financial framework developed by Connect Humanity CEO Brian Vo provides the analytical backbone, inverting the traditional grant logic to ask not “how much funding can we get?” but “how much value can we create, and who benefits?”<\/p>\n

Six sector guides \u2014 written by national experts at the intersection of digital inclusion and their fields \u2014 show what this argument looks like in practice. In healthcare, the series examines how digital literacy affects telehealth utilization, patient outcomes, and cost avoidance, and identifies practical partnership structures for health systems and payers. In workforce development, it traces the link between foundational digital skills training and employment outcomes, and maps entry points into WIOA funding streams and employer co-investment. Chapters on education, housing, local government, and telecommunications each develop the economic case for co-investment in their own sector’s terms, giving practitioners the language and evidence to bring potential partners to the table.<\/p>\n

Blair Levin, Executive Director of the 2010 US National Broadband Plan, said: “The digital divide results in slower economic growth, increases in the cost of healthcare, education, job training and placement, and other social services, while decreasing the effectiveness of those services. This series brilliantly clarifies how we need to adjust our mindset and how these programs are funded to help all Americans have an opportunity to thrive in the information economy \u2014 and it points to practical and financially rigorous ways that multiple stakeholders can participate in creating those opportunities.”<\/p>\n

Samantha Schartman, Director of Philanthropic Programs at Connect Humanity, said: \u201cThe sectors in this guide benefit from digital inclusion work every day.
